The course setting 'Hidden sections' with options 'Hidden sections are completely invisible' and 'Hidden sections are shown as not available' is confusing.
If set to 'Hidden sections are shown as not available' then students see the section with label 'Not available' and teacher see the section with label 'Hidden from students'.

As far as I know, the setting was originally to allow teachers with courses in weekly format to show holiday weeks as collapsed, but at some point it was changed to 'Not available'.
The behaviour is inconsistent with elsewhere in Moodle and results in the problem reported in MDL-66780 and MDL-73749.
Thus, I suggest removing the setting completely, and if a teacher hides a section, then hiding is completely for students.
