If the 'Auto-enrol admin in new courses' setting is set to Yes, the new course created via Site administration > Development > Make test course should enrol admin user (course creator) as in any other way to create a course.
Steps to reproduce:
- Log in as admin
- Go to Site administration > Users / Permissions / User policies
- Set 'Auto-enrol admin in new courses' to Yes and Save changes
- Go to Site administration > Development > Make a test course and create a new course
- Go to course Participants page and check the enrolments.
Expected behavior: admin should be enrolled
Current behavior: admin is not enrolled.
