Backport MDL-78061 Subplugin implementation to 4.1

      The subplugin features for BigBlueButton have been implemented in 4.3. However there are a lot of sites still on the LTS that will remain on 4.1 for a long period of time.

      We would need to backport the subplugin features implemented in the epic  MDL-78061 to 4.1.

      This involves only code located in mod/bigbluebuttonbn/
