Example : In French, word counting is different because words with apostrophe (') and hyphen '-' count as two words.

To reproduce:

Create a course with language set to French
(Edit settings > Force language)
Add a quiz to your course
Add an Essay question set to use the TinyMCE Editor.
Preview the question and keep watching the word counter of TinyMCE when you type a word with apostrophe like : l'info

Actual result : l'info count as single word (as if english)
Expected result : words containing apostrophe (') or hyphen  count as two words.This issue is important for optional min/max word count limits to Essay question type
