"requires grading" filter doesn't automatically select a student

      Setup:

      1. Have a course with few students
      2. Have an assignment

      Manual test:

      1. As a student > Make a submission to the assignment
      2. As a teacher > Open the assignment and select "Grade"
      3. Select a student that has no submission
      4. Apply filter "requires grading"
      5. Should auto-select and view the first student that has submitted a submission

      Hello,

      Assignment grading window should automatically select to first "requires grading" student when the filter is selected. At the moment it doesn't and just displays "no users selected" this can be confusing to the teachers.

      Tested on Moodle 4.3 https://sandbox.moodledemo.net
