It's not possible to add the Passing grade to the completion criteria when SCORM activity is being used.

Preconditions:

Grade to pass input filed is properly configured. (See the  gradebook setup)

Steps:

1. Add new SCORM activity
2. Edit newly created SCORM activity
3. Expand the "Completion Condition" section
4. Mark the "Receive a grade" checkbox
5. Select the "Passing grade" radio button
6. Click on save changes.

Expected Result: New changes should be applied and saved.

Actual Result:  This activity does not have a valid grade to pass set. It may be set in the Grade section of the activity settings...

 ... despite the fact that "Grade to pass" value is properly specified within the gradebook setup.
