Support custom reports tagging

      1. Everything is already covered, ensure they pass (Behat & PHPUnit)

      Smoke test

      1. Log in as admin
      2. Navigate to Reports from user menu_
      3. Create new report
        • Name: My first report
        • Source: Users
        • Tags: Cat, Dog
      4. Close report editor
      5. Create another new report
        • Name: My second report
        • Source: Users
        • Tags: Cat
      6. Close report editor
      7. Create last new report:
        • Name: My third report
        • Source: Users
      8. Close report editor
      9. Press Edit report details action for My second report
      10. Replace Cat tag with Dog
      11. Confirm all reports have correct tags:
        Name Tags
        My third report  
        My second report Dog
        My first report Cat, Dog
      12. Open Filters
        • Tags: Is equal to Cat
        • Press Apply
      13. Confirm only My first report is shown
