This problem was identified in the Moodle forums at https://moodle.org/mod/forum/discuss.php?d=452954#p1820228.

The problem is that even though some students have completed everything in an activity, the "To Do" status is showing instead of showing "Done."  I have confirmed that this happens in one of my courses for Quizzes and Forums but not for Assignments or URLs.

I plan to experiment more to see if I can determine why this is happening.  For example, does it happen for newly created or existing activities?  Can I recreate the problem? Does it happen on the Moodle qa site? I apologize for not doing more thorough testing. I wanted to get this problem into Tracker for others.  It has to be a Moodle 4.3 problem because that's when the activity completion status method was changed.
