"Share to MoodleNet" button shouldn't be displayed when it's not enabled

      Note: This will be easier with 2 sessions open - one as admin, and the other as teacher.

      1. As admin, in site administration, ensure the enablesharingtomoodlenet experimental feature is disabled.
      2. As a teacher, navigate to a course, enable edit mode and press "Bulk actions".
      3. CONFIRM in the floating footer at the bottom of the page, there is no "Share to MoodleNet" option.
      4. As admin, enable the enablesharingtomoodlenet experimental feature.
      5. Refresh the teacher page and again press "Bulk actions".
      6. CONFIRM you now see the "Share to MoodleNet" option in the footer.
      7. As admin, remove the moodle/moodlenet:sharecourse capability from teachers.
      8. Refres the teacher page and again press "Bulk actions".
      9. CONFIRM the "Share to MoodleNet" feature is no longer available.

      While demoing MDL-80249 to the team, we've seen the "Share to MoodleNet" button displayed in the bulk actions is always displayed, even when it's not configured properly and all the MoodleNet settings are disabled:
