Upload cohort form filepicker field is not defined as required

      You can reproduce the issue by following these steps:

      1. Login with Administrator.
      2. Click on Site Administration–>Users–>Cohorts in Accounts section.
      3. Click on Upload cohorts.
      4. Don't upload csv file in the file picker field and submit the form by clicking on Preview.

      Expected Result: Form should not be submitted and it should show validation error for file picker field.

      Actual Result: Form gets submitted and reloaded the same form again without any validation notification.

      While trying to use upload cohort  feature from site administration, it has been found that the file picker field is not defined as required which is resulting into impression that file picker is not required and page is reloaded without any validation notification on submitting form.
