- Log in as admin
- Navigate to Reports from user menu
- Create some reports
- Navigate back to report listing
- Confirm the actions menu trigger icon looks like a skinny snowman

Reports converted to use report builder, such as Comments, have a cog icon and chevron for the actions menu.
For consistency with elsewhere in Moodle we should use a vertical ellipsis. (See Sabina's comment below for details.)
The cog icon can then be used for settings only.
