Remove unused step and add Behat coverage for "General import settings" behavior

      While CL reviewing MDL-80452 I have discovered this step in backup/util/ui/tests/behat/duplicate_activities.feature is not doing anything, the test passes regardless of that step and even if the setting value is 1.

      That setting simply controls the default value of the options during the course import:

      I also found that there's no coverage for "General import settings" default values, so this issue is about testing the behavior of those settings and potentially the "Locked" option as well.
