After much investigation it seems that the problem is due to the fact that the get_editor_translations() in script MYMOODLE\h5p\classes\editor.php. does not work because all the languages strings (other than English) contain a number of strings which are only used if the OER H5P function is activated in Moodle, which is currently NOT the case! And also because a number of those strings contain embedded curled brackets which break the function.
It would be useful to make clear if the Moodle core H5P activity is going to support the H5P OER or not. In the meantime I am suggesting a simple patch to provisionally remove the PHP error.
