Upgrade Chart.js to 4.4.2

      1. Log in as admin
      2. Navigate to <WWWROOT>/lib/tests/other/chartjstestpage.php
      3. Open your browser developer console
      4. Confirm 11 charts have been generated correctly, one for each chart type:
        • Pie;
        • Doughnut;
        • Tensioned lines;
        • Smooth lines;
        • Bar chart;
        • Horizontal bar;
        • Stacked bars;
        • Bar chart combined with the line;
        • Area fill;
        • Bar chart with legend left;
        • Bar chart with and legend hidden
      5. Confirm there are no errors in browser and/or console when performing actions:
        • Clicking the chart legend labels to show/hide data
        • Hovering over charts, triggering tooltip load
        • Toggling Show/Hide chart data
