Revamp the group selector on the assignment submissions page

      1. Create a course and set its grouping mode to visible groups
      2. Create some groups in the course
      3. Create an assignment in the course
      4. Go to the assignment and click on the "view all submissions" button
      5. Verify that there is an action bar below the secondary nav and it contains a group search element.
      6. This is enough manual testing. Behat will cover the rest.

      This issue aims to move the group selector within the tertiary navigation area and improve its UI and functionality modelled by the group filter in the grade book.

      • The group selector uses the combobox search component.
      • Automated testing.
