Make the table header "sticky" on the assignment submissions page

      1. Log in as admin
      2. Create a course and enrol at least 10 students into it
      3. Create an assignment in the course
      4. Visit the assignment and click on the "View all submissions" button
      5. Scroll down the page and confirm that the first row in the grading table remains sticky.
      6. Reduce the width of the browser window so that it becomes narrower than the weight of the grading table
      7. Verify that the grading table is not responsive (i.e., the horizontal scrollbar that appears should belong to the whole page and not just the table)

      This issue aims to make the header of the table on the submissions page sticky.

      This will make the header information always visible to the user which enhances the user experience, especially when scrolling through a long list of users.
