Revamp the Grading action selector on the assignment submissions page

      Revamp and modernize the existing Grading actions selector on the assignment submissions page.
      This issue aims to move the Grading actions selector beneath the tertiary navigation area and improve its UI and functionality modeled based on the selectors in the grade book.

      Prototype

      Acceptance criteria:

      • Move the Grading actions right beneath the tertiary navigation area as presented on the prototype.
      • Enhance the UI of the selector by converting it into a dropdown element labeled as 'Actions'.
      • Automated testing.
