Re-enable the target-size rule for accessibility Behat tests

      We upgraded the axe-core library to version 4.8.3 in MDL-79674. This version of axe-core includes WCAG 2.2 rules, such as the "target-size" rule. This rule is included in the "cat.sensory-and-visual-cues" tag, which is run by default when running the Behat step "Then the page should meet accessibility standards".

      With this rule enabled, we are encountering Behat failures related to this, so we had to disable this rule in the meantime. This issue will reenable this rule (essentially remove the exclusion) when the time comes that we address the WCAG 2.2 minimum target size issues in core.
