Generic form help text label read by screen readers

      Icons within help text butons in forms are labelled with a specific aria-label="Help with <field name>" on the <i> element. This is specific and helps screen readers users uderstand the relationship between the element and the field.

      However, their parent <a> element is also labelled with a more generic aria-label="Help" that is read instead of the icon's label.

      Therefore, a screen reader will announce "Help" and read the text. We expect a screen reader to announce "Help with <field name>" and read the text.

      This has been observed with NDVA and VOICE OVER
