Add option to user tours to make them always show

      1. Navigate to Site admin -> Appearance -> User tours
      2. Click on the Block drawer tour
      3. Click on the "force the tour to be displayed" link
      4. Open your "Dashboard" in a new tab
        1. Confirm the Tour is shown
      5. End the tour
      6. Refresh the page
        1. Confirm the Tour is NOT shown
      7. Back in the tour configuration, Edit the tour defaults
      8. Find the "Show tour" setting
        1. Confirm that the value is "until it has been closed
      9. Change the value to "each time a filter matches it*
      10. Save changes
      11. Click on the "force the tour to be displayed" link
      12. Open your "Dashboard" in a new tab
        1. Confirm the Tour is shown
      13. End the tour
      14. Refresh the page
        1. Confirm the Tour is shown again

      In some cases it is useful to have user tours which will always show on a new page load and not need a manual reset.

      Speaking with vanessa.royce@moodle.com there are some client-specific cases where this can be useful.

      It's actually relatively simple to implement this – just need to work out the wording really.
