Once we have an SMS API sending via gateway plugins, we need to implement a report, using report builder, to provide send status information about notifications/messages being sent.

Some fields required for the report include:

• Origin area in Moodle.
• User destination (user's name / profile link).
• If either gateway supports delivery receipts, have “Received” (default fall back to "Unknown").
