Make searching the logs possible/more comfortable

      1) If you open the logs for a user (report/log/user.php?id=) you have no more filters at hand to narrow down your search. If you look for something in detail you have to scroll through the chronologically ordered pages of the log. Not funny if you have to look for an event months ago and the student is very active in Moodle.

      2) If you open the logs via the site administration (report/log/index.php?id=0) for a site-wide search for a user's activity you have to select the user in a select field filled with all users of the site. That is a list of about 55k entries at our site, ordered by firstname, lastname but displayed lastname, firstname. It's almost impossible to find a user here.

      Possible solutions:
      For case 1: Add filters to the user log to filter at least by event name and/or time.
      For case 2: Add an action command to the result list of the "Browse list of users" page (admin/user.php) where you can open the log with this user preselected.
