Update copy of alert to register site

      Testing instructions: 

      Pre-requisites

      Add in config.php file this: 

      $CFG->site_is_public = true;

      Test 1

      1. As admin access to any settings page (Site administration / General)
      2. Confirm the following alert is displayed "Don't miss out on important updates and security alerts. [Register your site]"
      3. Access to Register your site page (Site administration / General / Registration)
      4. Confirm you will see the same message as step 2 without the register button.

      Test 2

      1. As manager access to any settings page (Site administration)
      2. Confirm the following alert is displayed "Don't miss out on important updates and security alerts. Please notify your administrator"
