Standardise the use of report action steps in LTI Behat scenarios

      The implementation is a fix for certain tests; execute all six of them by running (in moodle-docker):

       

      bin/moodle-docker-compose exec -u www-data webserver php admin/tool/behat/cli/run.php --feature=/var/www/html/mod/lti/tests/behat/managecoursetools.feature -vvv

       

      The tests modified are:

      • mod/lti/tests/behat/backup_restore.feature
      • mod/lti/tests/behat/managecoursetools.feature
      • mod/lti/tests/behat/restricttocategory.feature

      This is a follow up to MDL-81128, but specifically about the LTI tests on main only (due to the LTI freeze at the time the original issue was integrated)
