In order to better support PHP 8.3 (~~MDL-76426~~) and other bug fixes, this issue is about to update all the composer dependencies to current ones. This is also part of the release process (-8 weeks to release).

Don't forget to follow the correct steps to update composer, as documented at:

https://moodledev.io/general/development/tools/composer#how-to-prepare-and-submit-composer-changes
