To help address a number of common use cases the gradebook should have the ability to bulk insert a grade for a particular grade item with a limited number of conditional options 

• Insert grade to ALL students
• Insert grade to student with a blank grade

An action item will be added to the action menu at the top of each column to enable this functionality, opening a modal for the actual action.  Strings etc TBD.

This should work for different grading schemes.

This functionality addresses several needs including 

• adding a defualt grade for all students
• updating blanks to a defined grade for all students who have not submitted
• adding  to compentency in bulk to students for CBE type marking.
