The 'Add topic' link in Moodle 4.3 is replaced with a plus icon in 4.4, resulting in the course page now having plus icons for adding an activity or resource and plus icons for adding a section.

Steps to reproduce:

1. Log in as a teacher and go to a course.
2. Turn editing on and move your mouse around until you encounter a plus icon.

Expected result: There is a tooltip informing you what happens if you click the plus icon.

Actual result: There is no tooltip.
