Cookie_helper LTI class uses str_contains which requires PHP 8.0

      The function str_contains is only available in PHP 8.0+. However, this function is used in MOODLE_401_STABLE here: https://github.com/moodle/moodle/commit/d63721cb15544480dd60d2deaec12d6f975b0dfe#diff-35dc42921d1f2ea5d983823ebaea112964f308c75598aa352297b53281ab9c3c

       

      This breaks LTI logins for Moodle sites that use PHP 7.4.
