Create a quiz with two true/false questions
Set the passing grade to 6
Set the completion conditions to "Add requirements/Receive a grade/Any grade"
Enrol a student s1
As s1, answer only one question right, for the other choose the wrong answer. You should have a score of 5
Check the completion report in Course > Report > Activity completion
The activity should be marked complete (as a grade has been obtained) but it is not.

Note : this has also an impact of activity restriction.
