The display of the Eye Icon in the restriction should be based on the setting set in the Administration Hide/show icon at the enable column should change to the toggle button.

When an admin or manager adds a restriction on a resource of activity the default visibility of this information is displayed to all users who can access the website. (eye is open). Given that most of the restrictions that are applied probably don't need this information to be available to those who can't see the resources, it would make sense for the default to be changed so that the eye is 'closed' on the initial setup.

So now, we will create a new column in site Administrator -> Plugins -> Availability restrictions -> Manage restrictions
The old column 'Hide/Show'  will change to ' Enabled' and the hide/show icon will change to toggle button.
The newly added column 'Default display mode'.
The default availability field values will be "Show".

When the user clicks on the value of the column, the eye icon in the restriction access will apply base on the value we set
