Incorrect popover arrow position in RTL layout

      Prerequisite

      1. Make sure that ghostscript is installed on your system
      2. Go to Site administration > Server > System paths
      3. Make sure 'Path to ghostscript' is set and is correct
      4. Install at least one RTL language pack

      Test

      1. Create a course and enrol at least one student in it
      2. Create an assignment in the course
        • make sure that the 'Annotate PDF' feedback type is enabled
      3. Go to the assignment
      4. Switch language to the RTL language of your choice
      5. Click on the 'Grade' button (it's the blue button)
      6. Click on the help icon you see at the left side of the page
      7. Verify that the popover's arrow is at its left and points to the help button

      Steps to replicate:

      1. Create a course with at least one student and one assignment activity
      2. Navigate to the assignment
      3. Switch to any RTL language
      4. Click the blue grade button
      5. Click the Grade tooltip

      Expected:

      The tooltip arrow should be on the left

      Actual:

      The tooltip arrow is on the right.
