      Steps to replicate:

      1. Create a course
      2. Add quiz activity
      3. Add a question
      4. Collapse all the drawer menu.
      5. Switch to any RTL language
      6. Click the shuffle tooltip

      Expected:

      The tooltip arrow should be on the left

      Actual:

      The tooltip arrow is on the right.
