The hint display when editing the question heading is not as neat in RTL as it is in LTR

      Test in all supported browsers (including FireFox), and in both an LTR and RTL language. 

      1. Log in as admin
      2. Create a course (or use an existing one)
      3. Create a quiz in the course
      4. Go to the questions page in the quiz
      5. Click on the pencil icon that is for editing of the section heading
      6. Verify that the hint text is displayed properly (right aligned with the editing box when in LTR, and left aligned with the editing box when in RTL)

      Steps to replicate

      1. Navigate to the questions page
      2. Switch language to the RTL language
      3. Click the pencil icon to edit the heading

      Expected:

      The hint is displayed nicely like the LTR language

      Actual:

      The hint display is not as neat in RTL as it is in LTR
