Allow mod_subsection to override the activity actions dropdown

      1. Install mod_subsection from MDL-81769-main branch. To do so:
        1. Run this command from your instance root folder: 

          git clone -b MDL-81769-main https://github.com/aanabit/mod_subsection mod/subsection

        2. Login as admin and install the plugin.
      2. Configure the instance to execute behat tests. For the behat you can follow the guides on DevDocs or use mdk executing "mdk behat".
      3. Configure the instance to run PHPUnit tests. You can use the devdocs guidelines if needed.
      4. Run the behat test mod/subsection/tests/behat/subsection_actionmenu.feature behat test.
        1. Check there are no errors.
      5. Run the PHPUnit mod/subsection/tests/stateactionsextra_test.php file.

      This issue is part of the course hierarch project.

      Issue goals

      Allow mod_subsection to override the activity actions dropdown. Most probably, not all activity actions will be compatible with mod_subsection. For example, indentation and role overriding are incompatible with the first mod_subsection implementation (probably in the future will be but for now they are out of scope).

      Issue note

      This issue may disappear if the UX team describe what happens with delegated sections depending on the current activity settings (for example, the visible stealth value)
