Inform teacher about maxsections setting to understand why they cannot add more topics/weeks

      Since Moodle 4.0, if the number of sections on a course is higher than the maxsections admin setting, the 'Add topic/week' is disabled. 

      It would be good to add some information for the teachers to understand why they cannot add more topics/weeks.
