Licence manager: Cannot change sortorder and visibility of Creative Commons licences

      When I try to change the sortorder or the visibility of Creative Commons licences in the Moodle Licence manager (/admin/tool/licensemanager/index.php) this fails:

      Exception - Attempt to assign property "sortorder" on null

      Clicking on the eye to disable a Creative Commons licence fails silently.
