Make delegated sections visible in the navigation block in classic theme

      When the delegated sections belong to a mod_subsection (or any other activity with subsections) it is considered a subsection and the navigation must represent both section and parent section as active nodes.

      In classic theme there is a navigation block that must be adapted.
