The mod_feedback show an export questions button even if the instance has no questions yet. If the teacher clicks the export button get an exception notification.

Steps to reproduce:

1. Create a feedback activity with no questions
2. Go to "Edit questions"
3. Click on the "export" button
4. Expected: the button should not be present because there are no questions to export.
5. What happens: the page shows an exception
