Issue goals

When we have the mod_delegate section in the core, it is time to evaluate what will happens to created sections when the module is disabled.

In this task:

• Evaluate what happens to activities inside the delegated section.
• What happens to the delegated section API when the component is disabled.
• What happens to the backup and restore when the mod_subsection is disabled.

Future issues

There's a high chance that mod_subsection is disabled by default in 4.5 (because it is a LTS version). We need to ensure that enabling and disabling the module is consistent.
