Moving a multibyte named file on site file folder changes the file name.

      Description

      Put following two settings on config.php to use multibyte language file name.
      $CFG->unicodedb = true;
      $CFG->unicodecleanfilename = true;

      When we move a multibyte named file on site file folder, the file name is changed like "____.txt".
      This is because php function basename() is not accepted by mulibyte named files.

      To fix this problem, it's better to change the function basename() of /files/index.php to original one as below.

      ex.
      $shortfile = preg_replace('/^.+\\\\\\//', '', $file);
