Public path checker should check for new UPGRADING.md files

      1. Log in as admin
      2. Navigate to Site Admin > Reports > Security checks in site administration
      3. Press Check all public / private paths
      4. Confirm the following URLs in the table show an error:
        • UPGRADING.md
        • reportbuilder/UPGRADING.md
        • UPGRADING-CURRENT.md (If your site does not have it, it is okay to skip)
      5. Follow setup instructions from MDL-69333 for your webserver
        • For Apache, replace the following line: 

          # RewriteRule "(\/upgrade\.txt)" - [F]

        • ... with the following: 

          RewriteRule "\/(upgrade\.txt|UPGRADING\.md|UPGRADING\-CURRENT\.md)" - [F]

      6. Restart web server process
      7. Re-visit the Check all public / private paths check
      8. Confirm the previous URLs in the report table now do not show error

      Following on from MDL-69333, which detects publicly served upgrade.txt files - we should also detect the new UPGRADING.md files generated by MDL-81125
