In Moodle 4.3 (and tested on Mount Orange school demo), when a user is working in the Atto editor, the following happens:

1. Insert an image
2. Click the image once to select it, then add a link
3. Insert a URL
4. Save your work

The result should be an image with a URL underneath, that's clickable so the user can be directed to the linked website. The actual result is that the URL added to the image is lost.

Inspection of the code shows:

There's a title definition, but no href.

When following the same steps using Tiny, the result is an image with a URL.
