TinyMCE can't create blockquotes without direct edit of source code

      Prerequisite

      1. Install an RTL (right-to-left) language (e.g. Arabic or Hebrew)

      Testing instructions: 

      Test 1 - Style blockquote

      1. Create a new course.
      2. Add a "TEXT AND MEDIA AREA" activity.
      3. Enter some text in the tiny editor and select it.
      4. Verify that the blockquote icon is displayed in the quickbar menu.
      5. Select the blockquote icon and verify that the text is styled with a grey border on the left side.
      6. Switch to the RTL language
      7. Confirm that the block quote text is styled with a grey border on the right side.

      Test 2 (main only) - Display blockquote in the toolbar menu

      1. Enter some text in the tiny editor
      2. Go to the toolbar menu and select  Format > Blocks
      3. Verify "Blockquote" option is there
      4. Select the "Blockquote" option.
      5. Verify the text is blockquote styled like in the previous test (Step 5)

      According to Full Feature Demo (https://www.tiny.cloud/docs/tinymce/latest/full-featured-open-source-demo/), TinyMCE can create blockquotes, but TinyMCE in Moodle can't.

      Plain TinyMCE can via Format→Formats→Blocks→Blockquote, but that in Moodle disables "Formats" itself (in "Format").
