User story: As a teacher I would like to have more control over the order of the questions and sections in a quiz

• I want to specify for each section if it should be shuffled or get a predetermined position in the quiz
• I want to specify for each question, if it should be shuffled or get a predetermined position in the quiz
• I would like more variation to a quiz by randomizing sections. Currently they are in a fixed position.
• I would like to place specific questions in a predetermined position, e.g. starter questions that give the students more confidence would appear in the beginning of a section/quiz. Questions that close a topic would appear at the end of a section or a quiz. Other questions inside the quiz or a section should appear randomly. 

From a UX perspective each section could have a pin icon left to the section title:

• If activated (pinned) the section would stay in its place
• If deactivated (unpinned) the section would appear in a random place

For questions the same approach could be used:

• pinned questions would stay in their place
• unpinned could appear in a random place inside the section
