Random failures on "Then if a second teacher deploys the package, I can see it." H5P Behat test after MDL-77665

      We've started getting random failures on the mod/h5pactivity/tests/behat/h5pactivity_deployment.feature on Oracle builds, see for instance:

      Console output

      001 Scenario: In an H5P activity, as student I should not be able to deploy the package if not deployed by the teacher
      		 
      beforehand. Then if a second teacher deploys the package, I can see it. # /var/www/html/mod/h5pactivity/tests/behat/h5pactivity_deployment.feature:33

              "This file can't be displayed" text was found but was not visible (Behat\Mink\Exception\ExpectationException)
