Testing the notification in the notification page.
- Login as admin
- Go to Site Administration > Notifications
- Ensure you can see the notification as displayed in the screenshot attached to this ticket
- Run the axe devtool
- Ensure that there is no issue on the page (apart from the 2 existing issues)
- Optional : Switch to accessibility tree view (https://developer.chrome.com/blog/full-accessibility-tree) in Chrome and check that the notification has the current structure
Testing the new notification title
- Go to Site Administration > Development > Template library
- Search for notification
- Ensure that the core/notification, core/notification_base, core/notification_info, core/notification_success and core/notification_warning display correctly (see screenshots)

Check the new core:i/circleicon icon
- Run a grunt componentlibrary
- Go to Site administration > Development > UI Component library
- Select the Moodle > Moodle Components > Icons
- Ensure that there is a core:i/circleinfo icon like this

HQ 2024 Sprint I3.1 Moppies
As it was announced on moodle.org for Chat and Survey:
With this level of usage the decision has been made to remove the Survey tool and Chat from Core Moodle and move them to the Plugins directory. They will remain available to be installed but no longer maintained by Moodle HQ.
The deprecation schedule will be:
- Moodle 4.4 - Survey tool and Chat will be disabled for all new installs by default.
- Moodle 4.5 - No further changes
- Moodle 5.0 - Survey tool and chat will be removed from core and migrated to the plugins database.
This issue is about adding a notification for admins to share our plans with them. The notification will be removed in 5.0, once the Survey tool and Chat are removed from core.
The "Welcome to Moodle X!" success banner is out of the scope of this issue. It will be added in MDL-82472.
