User uses course request tool.

Normally on approval the user is enrolled with the role set in user policies. creatornewroleid

This does not happen when the user has a role assigned at category level when the user has a category level role with the manage capability.

I would request that the course request tool always assigns the creatornewroleid regardless of any other roles held.
