Forms - multi-selects - set a sensible default size for the number of choices (backport of MDL-81515)

      One place where it is easy to test this is on the user tours setup page.

      1. Go to Admin -> Appearance -> User tours
      2. Click the Edit icon for the Course editing tour.
      3. On the form you get to verify that the various multi-selected boxes like Course format, Role, Theme are the right size for the number of choices they show (but none of them are bigger than size 10 rows).

      MDL-81515 was a useful usability win for mutli-selects, making the size of the box the right size to hold the number of choices (if there are no more than about 10 choices).

      After a few weeks on main, it seems to be working with no regressions, so we would like to have it backported please. (This was discussed in MDL-81515 and huongn@moodle.com seems to agree it was reasonable to ask for a backport.)
