Steps to reproduce:

1. Navigate to a course's question bank.
2. Click on "Edit" for some question and choose "Manage tags".

Expected result:

• A modal pops up that lets one enter tags.

Actual result:

• A modal pops up that does not have an entry field for tags.
• It seems there are four modals overlayed over each other. After clicking the the X button thrice, the expected entry field occurs.
