Issue goals

The current section page only allows drop activities when there is some activity in the section. When the section is empty and does not have any access restriction, there is no dropzone. On the course page, the section name is Dropzone, but on the section page, the section name is the page title.

This issue will add a new dropzone to the section page, which will also be available when the section is empty. To do so, there are two possibilities: add a dropzone in the page title (similar to what the course page does) or convert the full content into a dropzone.
